Preheat the oven to 350 degrees and line two baking sheets with parchment paper or a silpat.
In a large mixing bowl, whisk flour, baking soda and powder, apple pie spice, and salt; set aside.
In a large mixing bowl, combine your butter, sugars and blend well.
With mixer running on low, gradually add flour mixture. Beat until just combined.
Stir in diced dried apples and caramel bits.
Sprinkle with flaked sea salt, if desired.
